What this term settles

Design here is a body of information, not an activity. That distinction matters in disputes about whether design is finished: the question becomes whether the information is sufficient for the next step, not whether the team feels done. It also makes design testable, because sufficiency can be argued against a stated purpose.

What to do in your practice

For each design, state the purpose it must serve and the reader who must act on it. Then test sufficiency against that reader: can they create, transform or understand the entity without coming back to ask? Record the test and its result.

Who it binds

The role that owns the practice area the term governs. A definition binds nobody on its own; it binds the reader who adopts the term in a method, a description or a contract.

Evidence an auditor or regulator asks for

  • A design purpose statement naming the reader and the next action.
Makes sufficiency testable rather than a matter of opinion.
  • A sufficiency review note against that purpose.
An auditor asks how the firm knew the design was complete enough.
  • The version and date of the design.
Shows which design a decision relied on.
  • A list of known gaps accepted at the point of use.
Shows the gaps were owned rather than discovered later.
Ask your teamWho is the reader of this design, and can they act on it without asking the author a question?

Common gaps this page catches

  • Design is treated as an activity, so completion is a date rather than a test.
  • The reader is never named, so sufficiency cannot be judged.
  • Gaps are discovered by the delivery team after the design is approved.

What to prepare before publication

Add a purpose and reader line to every design template. In the next review, ask the named reader whether the design was sufficient. Record the answer as evidence.
